Pact is recruiting a Deputy Chief of Party (COP) for an upcoming USAID-funded Regional Civil Society Programin Central Asia. The project will aim to strengthen civil society organizations across Central Asia, with a focus on Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan, to better represent the interests of citizens and act both as an effective partner and, when necessary, hold the government accountable for being responsive to citizens' needs and interests. The DCOP will work with the Chief of Party and the technical team in daily operations. This includes support to meet the project’s technical objectives; manage financial resources and program staff; manage partner coordination; maintain good working relationships with host government officials, stakeholders, and local partners; manage donor reporting; and ensure high-quality delivery of services.
Key ResponsibilitiesEnsure high-quality technical programming through hands-on staff supervision and partner support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.Contribute to project planning, including the development of annual work plans and budgets; help guide and oversee the alignment of the budget to expected results; and review annual budgets and quarterly reports.Ensure the cost-effective use of resources.Ensure compliance with HQ and donor requirements, policies, and regulations.In coordination with the COP, serve as a liaison to relevant donors, local government, and other stakeholders.Provide training and mentoring to partners to strengthen capacity.Take the lead in drafting reports, including quarterly and annual reports to USAID.Help recruit and directly supervise local project staff in line with Pact HR policies; oversee the management and development of project office human resources to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced.Serve as Acting COP in the COP’s absence.Perform other duties as assigned.
Basic RequirementsAt least 6 years of experience in a senior management role on civil society strengthening programs, including advancing youth leadership, community engagement, research and advocacy.Advanced degree in a relevant field, such as political science or public policy.Strong leadership, administrative, management, presentation, reporting, and communication skills, and the ability to implement projects with diverse subject matters.Demonstrated expertise in civil society strengthening, developing capacity of CSOs, developing civil society networks, and supporting civil society advocacy and engagement.Demonstrated ability to establish strong working relationships with government officials, CSOs and other donors especially in complex or sensitive political environments.Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders.
Preferred QualificationsKnowledge of the political/social context and civil society in Central Asia.Demonstrated ability to manage multi-country or regional civil society programs.
